This device is a portable battery unit for recharging your phone, but you must charge this battery before it will charge your phone battery.
The unit appears to charge from a USB port, so you can charge it from any device which has a USB output port, such as a PC or laptop or mains USB charger.
It is like a petrol can for a car. You have to fill the petrol can before you can fill the car's fuel tank.
It is a 9000 mAh (9 Amp-hour) battery, and a normal USB port can output 0.5 Amps (500mA), so it will take about 18 hours to fully charge.
(It will automatically stop charging when full, and probably has a charge complete indicator light.)
If your phone battery is (perhaps) 1 Ah (1000 mAh), the unit will charge the phone fully (from fully discharged) about 9 times before the battery unit needs recharging. (Actually less due to only 90% system efficiency.)
Charge the battery unit first, then charge your phone from it, and let us know if there is still any problem.
