I am a Highschool student who is dabbling in electronics, and came across this IC in my dads old bin. I havent been able to find a tutorial, or a datasheet other than one in Japanese. If anyone knows anything and would be willing to share, it would be appreciated

It is a Mitsubishi 16K x 8 nMOS EPROM Memory if it does not have a window then its a one time program only.
if it has a window it uses a UV lamp eraser to erase it. You should be able to find datasheets for this - it does not have to be from the original maker as these are pin compatible (after being programmed) The programming of the IC might be unique from waveforms and timing used for that specific device.

Similar devices should have 27128 or 27C128 in their part number. These were used for the bios on some processor mother boards at one time.

I apologize, I usually do just that, but as I went through the few data sheets/information I could find, I was still quite confused. Unfortunately it isn't a TI IC, which are normally better documented and more information is present to help me learn about it. But yes, the internet has by far been my best teacher.
