I wonder if there are any special codes and regulations for HV power grid protection automation and control in North America and Europe?
And if such documents exist, what's their status? I think it may be some kind of national standard, law or just recommended guideline.
For example there's a few integrated regulations in Russia regarding Electrical design. One of them and the main is PUE (Pravila Ustroistva Electroustanovok) something like NEC I guess. Among other issues it contains basic compulsory requirements for protection and control (including emergency control system) of different parts of the HV grid.
Many more specific issues are considered in series of recommended practices.
Also I can't figure out if protection and control knowledge in Europe and US is distinguished from other electrical engineering areas.
