200 Amp / 3 Phase or 400 Amp / 3 Phase Electrical Install

Hi, I have to budget for the electrical installation of a photo studio. I have absolutely no knowledge in electrical installation. The only thing I know is that the studio needs to provide either 200 amp / 3 phase or 400 amp / 3 phase. Attached is a picture of a general studio instal. The only thing I can identify here is a distribution box (Though I have no ideas of the specs of the one in the photo).. Could you guys help me please to figure out how to budget the instal ?

If you cant see what the unit was connected to, you will have to budget for the 400 amp service. If the unit requires 210 amp and you try to feed it 200 amps it will never work properly. If you provide 400 amps and it only requires 190 everything will function normally. Bottom line is either do your homework or pay the price.
