Ephraim if you are talking about legislation then it will very much depend on the country you're talking about - each one is different. The video seems to be a video informing residents of a community in UK what the owner will and won't do with their electricity installation and doesn't really cover safety aspects. There will be safety regulations covering who can work on an electrical installation (usually qualified and licensed persons). There may also be WHS regulations covering things like the use of ladders, maximum weights that can safely be carried, use of dust masks when working in roof spaces, etc. But without more information it is difficult to be specific.I suggest you google "work health and safety" plus the name of the country concerned and see what you get.
