Does RCD will operate properly on High impedance earthing system

Dear All,

I came across a Low voltage 400Vac distribution board supplied by a delta/ star transformer with high impedance grounding system. So far nothing strange. Downstream the incomer breaker of the distribution board I noticed that feeder breaker where installed with residual protection (zero sequence).

To my understanding residual protection should not be installed where IT earthing system because the residual protection my not operate or operate at different ground fault level (because of the added resistor in earth path) .
