I do not see such a need, but with the server off you must manually set the IP addressing in the network card.

Connect the computer directly to the modem (without a router) and show the result of the command "ipconfig / all" from the CMD console (if you have Windows).

The question what does it mean to you "as it should be"? WAN port as I understand you have connected to your modem's provider?
If your router is to work as an AP, disabling the DHCP server is justified, otherwise without entering the address manually you will not have access to the network and thus to the internet.

disabling DHCP is justified in bridge mode. Then Cisco EPC3008 deals with link sharing. the only justification if we don't want to have a double natu. If dual NAT does not bother us then you set 1043nd as a router and leave DHCP enabled and set a different subnet than on Cisco EPC3008 and it's ok.

Cisco EPC3008 is just a cable modem - what dual NAT, what DHCP, what subnet from this Cisco ... - what are you writing about?

Is it supposed to be this way?

The DHCP server is to be turned on all the time in TP Link (unless you have a fixed IP from the operator, then TP Link will be configured differently).
