T-MOBILE does not offer public IP for individual customers. I can suggest a change of operator. Ew. VPN.

Only Plus has a static public IP with external access, cost 18.45 PLN / mo. Dynamic costs in Plus PLN 6.15 / month / in Orange you can have dynamic APN vpn for free you can get by calling BOK and justifying its need. The offer for Orange companies has a fixed IP with external access for PLN 15 net. Available for T-mobile for corporate clients.
