Topic a bit like what to buy, but not quite ...

My question is more about the functionality of the entire coding card system - solutions used by different operators.

Is it possible to use your own CI + module in a TV that provides such support for DVB-C and a card provided by the operator in your own CI + module?

I assume that after installation, the decoder packs it back into the box, and the card translates into the module. Is it possible?
Do operators block e.g. SN cards, etc. and allow its use only on the device they have control over?

Of course, I am aware of the loss of all functionality offered by the decoder.
I don't want to have a stack of boxes just for TV. The TV on the wall looks better :)

Nothing of that. The card + module or card + decoder are a pair.

The CI module in the receiver is just a slot and it does not matter where it is located - in the decoder or TV. It's just a device and having the card alone doesn't do anything. Similar to the headend, e.g. designed for hotels. The issue of contract with the operator is another matter. You can probably (depending on the operator) instead of a decoder buy / rent a module, e.g. CONAX, which supports the card, which will have its IP identification number (saved in the operator's system), granting decryption rights and allowing viewing of a given program package allocated by the system.
