In this case, some background program is blocking sleep if it's ok after logging out, or it's some kind of windows bug. At the beginning, you can also update the drivers for the chipset and graphics as well as the UEFI update.

It's rather clear that Win 10, Z390 is the only one that allows you to install it. Home or Pro? Check Control Panel> power options> change plan setting> change advanced power settings, which is set to sleep.

Interestingly, I only have two options under sleep ... I don't have hybrid sleep or hibernate. But I'll set the rest and check. EDIT: It didn't help.
