If the power of the radiators for a given boiler water temperature is lower than the minimum boiler power, the boiler will constantly raise the boiler water temperature.
If the boiler temperature is set too low, the boiler turns off the burner when it is reached and after an appropriate time lock or when the sensors detect the appropriate water temperature in the boiler, it will restart unless the room regulator turns off the heating request. I don`t know your boiler, so I`m writing in general terms.
The settings on the boiler and the settings in the room regulator, its operating algorithm, water flow through the radiators, etc. are important.
This may also be normal behavior of the boiler in your conditions, but I do not rule out some fault if it worked completely differently before.
