Extract the file from the attachment to C: and execute Fixlist.txt:
Copy: C: \ Windows \ SysWOW64 \ DataExchange.dll C: \ Windows \ SysWOW64 \ DataExchange.bck
Replace: C: \ DataExchange.dll C: \ Windows \ SysWOW64 \ DataExchange.dll
After rebooting, check to see if anything has changed. If not, you can replace the system32 file, but it's a different one and I will give it later as needed.
Alternatively, you can also check the command: DISM / Online / Cleanup-Image / CheckHealth
Run in a cmd window running with administrator rights.
