    Does anyone know what the IC signed OBRC is (six-legged in SMD)

    That's right! The voltage on the pins from the power supply is 14.5V. In the catalogue note it says it should be between 10V and 30V so it is rather good. I only have two more problems:
    - in the data sheet on the circuit diagram it says that on pin 3 there should be a 100k resistor routed to ground but the problem is that on the board there is none 😆. That is, there is a place for the resistor signed R18 but there is no resistor itself, and 100% it was not soldered out.

    - which pin is the output

    It appears to be a replacement. The pinout and schematic are identical

    Added after 15 [minutes]:

    Can the voltage on FB pin 2 0.8V be ? ( this is the voltage that determines the PWM duty cycle
