i made this ckt in a PCB but its charging current is very low (700 mA), why any thing to increase this?

how to get 18mV, when i tried to use preset/ pot it will change to float in 17mV so how to achieve 18mV please help me

tech info :
i used 5A transformer with enough filters
battery is of 180AH lead acid (tubular type)
