There are many threads on the forum related to this topic but I have not found an answer to my question .
    Assumption:
    - there are to be 18 roller shutters.
    - each to be controlled locally with a button and remotely with a remote control.
    - they are to cooperate with an alarm.
How should the installation be made and what controllers should be used to make it functional, low failure rate and affordable.

    Thanks for your help.

i propose Satel Integra connected to Fibaro, a multitude of possibilities, from controlling the alarm, through remote control, computer, to the phone, setting the position with an accuracy of 1%, time programming, linking it to lighting, rainfall and closing it when the sun is too high. Of course, everything can be connected to lighting control, camera control, heating control, sauna control, TV control, public address control, intercom control and whatever else you can think of

For this no Fibaro is needed . You will do the same on the Integra itself extended with expanders.

It is not necessary to use Fibaro for this
Make a separate circuit for each roller shutter. Use INT-IORS expanders.

Satel does not have a light sensor, controlling satel from a phone is very cumbersome, hard to configure

The author is asking how to control roller shutters and not what the latest water features are today.
The simplest and cheapest way is to install roller shutters on a 5-wire power bus and dedicated relays, but since there is Integra, why not use it. Four relays for roller shutters is the cost of buying one expander.

The author also wants to control remotely from the remote control, so it would be advisable to carry out -normal installation of roller shutters, i.e. power supply + roller shutter switch to each roller shutter - in the junction box (deep) place a roller shutter controller, e.g. PROXIMA, allowing control from the remote control and buttons.
You will also need to lead a control cable to the junction box, e.g. cable -2 pairs / roller shutter.
Remote control with number of channels e.g. 4 more than the number of shutters, channels 1-18 control each shutter separately, channels 19,20, e.g. left side and right side of the house, channel 21 as a whole.
The twisted-pair cable is led to the alarm control unit and the raising and lowering of the roller shutters is controlled via relays
