Remote control vehicle with camera via WiFi controlled with steering wheel from PS3

Good morning,
Sometimes I have so many ideas but little knowledge in doing these types of things. So I would like to gain some knowledge if possible via the internet. I would like to inquire about the materials I need for this investment .
I will try to give a brief overview of my problem.

I would like to make a vehicle remotely controlled via wifi, with a wifi camera, and some sort of alarm so that no one steals . I would like the control to take place via the computer via the game wheel/ I have an old one from the PSP3 console/. Is this all possible? I am aware that it is necessary to have some kind of hosting for an external network to connect to. Can I create such a network on a NAS server? A lot of fun for a beginner. However, when a person throws themselves in at the deep end they can drown or swim and I want to swim though as this knowledge will overwhelm me .

Yes, but start with the basics, because if you throw yourself in at the deep end, you'll drown
Build a vehicle that you control "by wire" with at least a UART. Let us know in a while how it went.
There are dozens of tutorials on the web, good luck ! Ask in case of specific problems.
