At my dad's house there is a KNX system installed some 10-15 years ago for light control.
In the box there are the following modules:
- Switching controller Berker 16 channel 7531 00 02 (http://www.berker.sklep.pl/index.php?ig=12&it=5797)

The problem is that the system does not react to signals from the switches. The power supply seems to be working correctly (the "OK" LED is on), the switches have power (when you press the buttons they light up blue), but the lights do not switch on (I understand that simply the current is not supplied from the controller).
On the controller itself all 16 LEDs are not lit. I have switched on manual mode and tried to switch on any of the "circuits", but it does not do anything, each of the 16 "circuits" is on off, none of the lights come on.
Question why I cannot switch on anything in manual mode? Does this mean that this controller could be broken? I was thinking of buying some KNX-USB module, downloading the ETS program and maybe debugging it somehow, but still expensive such a USB adapter. But cheaper than this controller (almost 4k). There was an electrician at my dad's place, who said that this KNX system is old and for 20k he can install a new one, which he can control via the internet.
Unfortunately no one remembers how this system was programmed - my dad claims that those 10-15 years ago the guy who programmed it only connected some device to a 230V socket and then to the computer, which seems strange to me, because generally there are normal KNX 12V cables for the switches, so it doesn't seem like a KNX-PL (powerLine) system.
