How to implement the 112 dialing system from the panel at the wicket?

I need to make such a system .
There is to be a button on the wicket with a call panel , when the button is pressed the system is to dial 112 and connect the caller to the emergency number.
This is the requirement of the fire brigade.
I have browsed through a lot of intercoms and exchanges; but I have not found a solution to the problem.
Has any esteemed colleague done something like this and can help?
I would appreciate a hint.
