I have not encountered such a mechanical locking device, but I have had cases where Chinese products were so imprecisely made that the plug got stuck in the socket.... You had to use force, once I even lost a pin from such a strip and it came out together with the plug. But for starters, can you give pictures of your skirting board and plug?

There is clearly a mechanical blockage here.

There are those sockets with a lock for schuko plugs but then there is a button to release it. Give it a picture of how it is at your place.
