On ebay you can buy 'new' probes RS80-15GH just with such an antenna. There, on the antenna board, there is also a PLL synthesis and a mixer and the received signal is mixed to zero IF (LO has a frequency equal to the GPS carrier), then it modulates the 403 MHz carrier and sends it to the Earth.
Which SDR receiver are you using? I tried to see the GPS signal on a typical ceramic GPS antenna with a built-in power supply, but I can't see anything.
